With the legal background of finance, construction and operation and rich experience of projects practice, as a legal expert in the expert database of the China Public Private Partnerships Center of the Ministry of Finance, Dorje Zhai is professional in the field of finance and infrastructure construction. Mr. zhai has participated many times in the PPP legislative seminars organized by the Legislative Affairs Office of the State Council of the People's Republic of China, the Ministry of Finance of PRC (MOF) and the National Development and Reform Commission (NDRC), and was invited to be an Professional lecturer of Insurance Asset Management Association of China. Mr. Zhai was named as Golden PPP Lawyer by chianbidding.cn, and leaded his team repeatedly award the Top 10 Law Firms in PPP in China, Perferred Brand of Law Firms of Municipal Infrastructure PPP Projects in China.

Since 2014, as the annual legal counsel and project lawyer of Beijing Capital Co., Ltd., Beijing Enterprises Water Group Limited, and Huakong Seg Co.,Ltd., China Railway Seventh Group Co., Ltd. and China Railway 16th Bureau Group Co., Ltd. and other construction enterprise. Mr. Zhai has been in charge of lots of PPP projects, which are Demonstration projects listed by the MOF and the Ministry of Housing and Urban –Rural Development of the People’s Republic of China（MOHURD） and Demonstration projects of pilot sponge city. In addition, Zhai has engaged in PPP projects in areas of Rail Transit, Road and Bridge Construction, New Urbanization, Characteristic Towns and Industrial Parks. Under this round of PPP, Mr. Zhai has structured and designed many innovative financial pattern funds, such as the first 15 billion Tongzhou Water Environment Construction Fund in Beijing, the first initiated and successfully raised by private capital fund for protecting Erhai lake in Yunnan and The 200 billion Yangtze River Economic Belt Industry Fund.
