Counsel Liang’s main business areas include foreign investment, corporate compliance, government law and policy, energy and natural resources, carbon trading among enterprises, carbon compliance, dispute resolution related to carbon emission trading, government regulation and administrative punishment. Ms. Liang has participated in sorting out risks of voluntary greenhouse gas emission reduction trading cases, planning CCER projects and compliance management of large central and state-owned enterprises, and facilitated the completion of carbon neutrality projects of enterprises. With years of legal service experience in foreign-funded enterprises and government laws and policies, she successfully promoted the establishment of a cooperative relationship between East & Concord and the government of Daxing District of Beijing, making East & Concord the only global partner law firm licensed by the government of Daxing District. She also facilitated the conclusion of cooperation agreements among East & Concord, the government of Daxing District and China Beijing Green Exchange, which laid the foundation for a comprehensive and stable expansion of legal business at the district level. In addition, the cooperation with China Beijing Green Exchange would continuously ensure the stabilization and standardization of the tripartite cooperation. The certification of “Carbon Neutrality” of East & Concord by China Beijing Green Exchange made the firm the first zero-carbon law firm to be certified by a national green exchange, which offered the firm a privilege to fully provide legal services related to peak carbon dioxide emissions and carbon neutrality.
