On July 8, 2016, Qian’an Sponge City Construction PPP Project signing ceremony was held. Government leaders and leaders of the social capital side, including  Shuyun Zhang, governor of Qian’an People’s Government, Yu Huang, president of Tsinghua Tongfang Co., Ltd. and Shenzhen Huakong Seg Co., Ltd., Wentang Pan, senior vice president of Tsinghua Tongfang Co., Ltd. and chairman of the board of Tsinghua Holdings Human Settlements Environment Institute, attended the ceremony.

As the specially invited legal counsel of the social capital side in this project, Songjun Zhai, representative of East & Concord Partners PPP team, attended the ceremony. 

Qian’an, as the only first pilot city of Sponge City Construction project in Beijing-Tianjin-Hebei region, signed an agreement with the consortium of Tsinghua Tongfang Co., Ltd., Shenzhen Huakong Seg Co., Ltd., Tsinghua Holdings Human Settlements Environment Institute and Beijing Zhonghuan Shiji Engineering Design Co., Ltd. after meeting government procurement procedures, symbolizing that the sponge city construction work in Qian’an has entered the implementation stage, and that both sides will promote continuous, healthy and rapid development of the sponge city project in the future relying on the top S&T strength of Tsinghua University and ample capital and wealth of technology of Tongfang consortium.
